Ask ten builders in Islamabad for a per-square-foot rate and you'll get ten different answers — all of them true, none of them complete. In this guide we lay out the numbers we quote our own clients, and the line items most estimates quietly leave out.
Grey structure in 2026 is landing between PKR 3,200 and PKR 3,800 per square foot depending on plot size, storey count and materials. Anything below PKR 3,000 today usually means either bar diameter is being shaved or the finish quality of concrete is compromised — both invisible until it's too late.
Semi-finished rates sit between PKR 5,200 and PKR 5,900. This is the sweet spot for owners who want to add a personal touch to interiors later. Turnkey — fully finished including sanitary, wardrobes and false-ceilings — ranges from PKR 7,000 to PKR 8,500.
Hidden costs to plan for: external development (boundary, driveway, landscaping) is typically 12–18% on top; sales tax on materials is 17% and often quoted separately; solar and smart-home add-ons are almost never included in the base rate.
Our recommendation: ask every builder for a bill of quantities before signing. If they can't produce one, you don't have a contract — you have a hope.
