Overview
Park Enclave Islamabad is a CDA-developed residential scheme at the junction of Park Road and Kurri Road in Zone IV, near Chak Shahzad agro farms and about four kilometres from Islamabad Club. Marketing pages call it the “Jewel of Islamabad.” For a builder the important fact is simpler: the developer is the same authority that approves Islamabad house drawings, so construction follows CDA bye-laws on a CDA plot — not a private-society overlay on disputed land.
The scheme is organised in three phases. Phase 1 is commonly listed at about 1,727.85 kanals with 1-kanal and 2-kanal plots. Phase 2 is listed at about 658.8 kanals, mainly 1-kanal. Phase 3, opposite Chak Shahzad farmhouses with Kurri Road access, introduced 5 Marla, 10 Marla, 14 Marla and 1 Kanal inventory (public ballot counts: 264 / 597 / 124 / 76 plots). Public pages often claim about 60 percent open space and 40 percent residential coverage — treat that as a planning claim to check on the phase map, not as a plot-level FAR.
Park Enclave Heights is a separate apartment / overseas product, not the Phase 1–3 house-plot grid this page covers. Park Enclave sits in Islamabad Zone IV at the Park Road–Kurri Road junction, with a second approach from Kurri Road into Phase 3. Dual access helps both commuting and construction logistics (dumpers, mixers) compared with a single-gate society. That puts it in the same Park Road belt as Chak Shahzad, COMSATS University, Margalla Orchard Islamabad, Park View City and Bahria Enclave — but it is a CDA sector, not those private or joint-venture schemes.
Nearby residential and institutional pockets include Shahzad Town, Rawal Town, NARC, NIH, Chatta Bakhtawar and Jinnah Avenue, with Rawal Lake, Serena Hotel, Islamabad Club and the Expressway on the same corridor. Phases, Plot Inventory & Maps
Unlike Bahria Enclave’s lettered sectors, Park Enclave is inventoried by phase. Phase 1 takes Park Road frontage and is the most built-out. Phase 2 sits beside it with a more uniform 1-kanal grid. Phase 3 is adjacent, with Kurri Road access and the widest mix of smaller plots. CDA has published phase location maps and a Phase 3 plot-numbered master plan; use the map that matches your allotment letter, not a generic “Park Enclave” screenshot.
Phase 3 ballot material (2020) listed 5 Marla at 25 × 50 ft, 10 Marla at 35 × 70 ft, 14 Marla at 40 × 80 ft and 1 Kanal at 50 × 90 ft. The 10-marla cut (35 × 70) is not identical to some Park Road private schemes that use 32 × 70 — confirm dimensions on your CDA file before we freeze a floor plan.
Commercial pockets, mosques, schools and amenity plots are part of the CDA layout. Dawn reported in 2025 that the chairman directed identification of a park site and development of designated commercial areas, plus school and amenity plots under CDA rules. Those uses are still rolling out phase by phase. Park Enclave Heights apartments are a different product from these house plots.

History & Development Timeline
Park Enclave was launched around 2011 as a CDA gated housing scheme on Park Road. The Nation’s February 2026 reporting describes it as CDA’s first gated residential project, expanded with Phase II in 2014 and Phase III in 2020. Delivery has been slower than the original marketing: more than a decade on, development is still uneven across phases.

Developer / NOC & Drawings
The developer is the Capital Development Authority. That is the core legal story: this is not a private society waiting on a CDA NOC from a third-party sponsor. There is no separate “will CDA approve this scheme?” question — CDA is building it.
House plans still go to CDA Building Control. A typical submission needs allotment and possession papers, coordinated architectural drawings (PCATP-registered) and structural drawings (PEC-certified), then review of setbacks, coverage and height. A completion certificate after inspection is what unlocks lasting utility connections — Tryino prepares that coordinated set as part of construction and does not mobilise until the drawing path for that plot is clear. Possession letters, estate-wing issues, built-up property (BuP) disputes and remaining utility connections remain the practical blockers in Phases 2 and 3.

Because CDA is both developer and drawing authority, Park Enclave construction is a straight CDA residential job once the plot is possession-ready. House plans go to CDA Building Control with allotment, possession, PCATP architectural and PEC structural sets; setbacks and coverage are checked against current Islamabad building regulations. A completion certificate after inspection is required for lasting electricity and gas — that is the Park Enclave advantage versus a disputed private-society NOC, and the reason Tryino freezes elevations only after the CDA path is clear.
Typical published infrastructure includes a gated entrance (biometric / face-recognition marketing), underground electricity, planned sui gas and water, drainage, 50-foot streets and 100-foot boulevards. Amenity lists (clubhouse, cricket ground, fibre) should be treated as master-plan intent until they exist on your phase.
Typical 2026 Islamabad premium-society build bands still apply as a planning range, excluding land: grey structure about PKR 3,200–3,800/sqft, semi-finished about PKR 5,200–5,900/sqft, and turnkey about PKR 7,000–8,500/sqft for standard-to-premium finishes. Public amenity lists include gated security with biometric / face-recognition marketing, underground electricity, planned gas and water, parks and jogging tracks, mosques, schools, health uses, fibre, and sports. For construction the useful checks are narrower: street width for mixing and crane access (50-foot streets / 100-foot boulevards on the master plan), sewer invert, water pressure or tanker plan, electrical load, and whether the boundary wall / gate of that phase is actually up.
CDA 2025 directions to finish street lights, electrical installations and a Phase 3 boundary wall — and 2026 allottee complaints about mud and missing utilities — are a reminder that “CDA scheme” does not mean every plot is shovel-ready.
